Building a scalable technology strategy for Dave's Hot Chicken's European expansion

About the project

Azzurri Group holds the European Master Franchise rights for Dave’s Hot Chicken and has ambitions to scale the brand across Europe, with a target estate of up to 180 restaurants in 12 countries. The expansion will primarily use a Joint Venture operating model, creating a complex ecosystem of partners, vendors and local requirements, with different levels of operational maturity.

Technology would play a critical role in enabling this growth. Azzurri Group needed to balance a consistent, scalable and governed European technology landscape with the flexibility to meet the regulatory, fiscal, language, payroll and operational requirements of each market.

Rather than waiting for growth to expose weaknesses in the technology and operating model, Jim Hingston initiated a proactive review. The aim was to stress-test the architecture, support model and governance framework needed to support the future estate.

Enfuse was engaged to challenge, validate and shape the technology strategy behind the expansion. This gave Azzurri Group a clearer view of the decisions, risks and capabilities required before local technology choices became difficult or expensive to reverse.

Challenge

Dave’s Hot Chicken’s existing UK and Ireland technology architecture provided an important starting point, but it had not been designed to support expansion across multiple European markets and Joint Venture partners.

Technology leadership at Azzurri Group were keen to seize the opportunity to design for scale rather than react to it.

The existing architecture presented risks in several critical areas:

  • Local or JV-selected systems could increase integration and support complexity.
  • Inconsistent data definitions could undermine cross-country reporting.
  • Support responsibilities across Azzurri Group, Joint Venture partners and technology vendors were not always explicit.
  • Country-specific requirements could be identified too late, delaying market launches.
  • Mandated technology choices could reduce Joint Venture flexibility without a clear exception process.
  • Technology and support arrangements that worked for early markets might not remain viable as the European estate approached scale.

Azzurri Group needed more than a technology diagram. The business needed a practical blueprint covering architecture, data, operating responsibilities, vendor governance, country onboarding and support, as well as the decisions required to move confidently from strategy into delivery.

The Enfuse approach

Enfuse delivered a focused six-week engagement, working primarily with the Technology team while also engaging stakeholders across Operations, Finance and Business Development. The work was developed and refined through a series of collaborative working sessions.

The team began by documenting and assessing the current UK and Ireland technology landscape. From there, Enfuse defined the minimum and target-state architectures for the European expansion.

These architecture views set out:

  • The systems required for launch.
  • The capabilities expected in the longer-term target state.
  • The proposed ownership model.
  • The key integrations and data flows between systems.

Enfuse then mapped 27 data lineages and identified 11 core KPIs. This work clarified definitions, calculations, reporting frequency and candidate sources of truth across POS, accounting, workforce management, inventory management, and time and attendance systems.

Alongside the architecture and data work, Enfuse:

  • Reviewed the maturity and risks associated with POS and order-management integrations.
  • Defined system and capability ownership across Azzurri Group, Dave’s Hot Chicken US and future Joint Venture partners.
  • Assessed support and service-level requirements for restaurant-critical systems.
  • Reviewed 18 alternative systems across priority technology categories.
  • Identified 16 structural technology risks and proposed mitigation approaches.
  • Built a country onboarding template covering 39 capabilities and systems.
  • Developed a vendor governance and exception-management framework.
  • Produced eight prioritised recommendations and a sequenced roadmap for action.

Impact

The engagement gave Azzurri Group a clear blueprint for the technology architecture, governance and operating controls needed to support Dave’s Hot Chicken’s European expansion.

The work replaced fragmented knowledge and assumptions with a shared view of the current landscape, target architecture, system ownership, integration requirements, critical data flows and reporting definitions. It also created a repeatable way to assess whether prospective Joint Venture partners and local technology choices align with the wider European strategy.

The country onboarding template now provides a structured assessment of:

  • Critical Day 1 system readiness.
  • Target-state technology readiness.
  • Compliance with mandated and preferred technology.
  • Vendor approvals and architecture exceptions.
  • Actions and decisions required before launch.

The final recommendations gave Azzurri Group a prioritised routeforward across:

  • European POS selection.
  • The business franchise strategy and Joint Venture value proposition.
  • Country onboarding.
  • The wider target operating model.
  • Customer data and CRM.
  • The future Technology Operating Model.

A key success factor was the Technology Leadership team’s willingness to challenge assumptions and make decisions beyond immediate launch requirements, particularly around operating model maturity, governance and scalability.

This created stronger foundations for future market launches while ensuring that key risks, dependencies and decisions could be addressed before becoming embedded across the European estate.
