Background

With major strategic transformation programmes under way, the Universities leadership team recognised the need for a more coherent and connected approach to data. As one sponsor put it, the university needed “a single, confident understanding of what data must do for us, and the foundations that will make that possible.”

Fragmented data culture, siloed teams, and inconsistent decision pathways created delays, duplicated effort, and uncertainty over data priorities. With so many initiatives moving at pace, leaders were struggling to align investments, coordinate dependencies, and focus on the changes that would deliver the most value.

Enfuse was brought in to provide clarity, structure, and momentum through a comprehensive data strategy and operating model designed specifically for the Higher Education setting.

The Challenge

The university faced three core obstacles. First, data responsibilities were distributed across many groups, creating an inconsistent experience for staff and a lack of shared ownership. Second, the complex landscape of programme activity made it difficult to avoid duplication or identify where teams were working at cross purposes. Third, the institution lacked a unified vision for data value and the practical steps required to reach it.

The Enfuse Approach

Enfuse deployed its Higher Education specialists and data management consultants to guide the university through a structured, phased engagement.

1. Diagnose.
We ran a university wide Data Capability Maturity Assessment using our online tools, capturing current and target states across all core capabilities. The interactive analysis helped staff understand where improvement was needed and why.

2. Define.
We developed a draft data strategy, including a master strategy document, a concise strategy charter, capability gap summaries, and a practical plan for closing those gaps. We translated complex capability analysis into clear, compelling recommendations and a case for change.

3. Mobilise.
We created focused communication materials to build early engagement and ensure staff across the university understood the purpose of the strategy and their role in it.

4. Design.
We drafted a target state Data Operating Model, describing streamlined and efficient ‘data production lines’ that support consistent value delivery. We also developed preliminary data use cases, forming a prioritised backlog to guide future investment.

5. Establish governance and insight.
We produced a tailored data governance framework and initiated early data cataloguing activity, including a relationship diagram, data journeys, and a data inventory to visualise the university’s data landscape.

6. Transfer knowledge and shape the future.
Finally, we equipped internal teams with tools, frameworks, and a long term roadmap to continue progressing the strategy at pace.

Impact

The engagement brought clarity, direction, and practical momentum to the University’s data ambitions. Leaders gained a shared understanding of what data must achieve, which capabilities matter most, and how people across the organisation contribute to value creation. Teams now have a structured set of priorities, a clearer operating model, and governance foundations that reduce duplication and improve consistency.
